Bulk Signing

Bulk signing is a signing method that enables multiple documents to be signed electronically in a legally valid signature format in accordance with the Electronic Signature Law No. 5070. It can be used to prevent the prolongation of business processes caused by the signing of the documents individually. It is a way that is as secure as a signing process in which each document is signed separately.

EDMS Applications

In the bulk signing process of EDMS Applications, the documents required to be signed are collected under a user-specific bulk signing list and all signatures are created at once with the signer’s Qualified Electronic Certificate.

Documents to be included in the bulk signing process are added to the bulk signing list under the control of the user and in an unchangeable manner. Documents not viewed by the user should not be allowed to be included in the list. However, the names, subject titles, date of addition to the list, and contents of the documents added to the list should be displayed on the application clearly.

As stated in the EDMS Conformity Assessment Preliminary Guide, it should be ensured that the EDMS application that supports bulk signing meets the following criteria.

  • In the bulk signing process, a user-specific batch signing list should be able to be created. The bulk signing list should be designed to consist of documents to be signed or all of the attachments, copies, etc. components of the same documents.
  • Documents, attachments, copies to be signed should be able to be viewed in detail and added to the bulk signing list via the detailed graphical interface of the application by the user.
  • To prevent user mistakes, documents to be added to the bulk signing list should not be able to be selected collectively.
  • The name, subject title and date of the documents in the list should be displayed on the graphical interface of the bulk signing list.
  • The contents of the documents added to the bulk signing list must be able to be viewed in an unchangeable manner.
  • The idle time (maximum 30 minutes) must be determined in the application. The bulk signing list should be inactive if no action is taken during this time.
  • If the bulk signing list becomes inactive in the application, it must be reactivated only with user authentication.
  • The safe waiting time should be set to a maximum of 8 hours. At the end of this period, the bulk signing list should be reset.
